Dubai Customs has launched its long-term leadership development initiative, Masar 33, aimed at preparing a new generation of professionals to lead the future of global trade and customs operations.
The programme, aligned with Dubai’s D33 Economic Agenda, focuses on building skilled national talent through a combination of academic study, practical training, and hands-on workplace experience. It targets professionals at different career stages, ensuring a continuous pipeline of qualified leaders across the customs and logistics sector.
Between 2023 and 2025, Masar 33 has already trained 102 customs leaders and supported the graduation of 31 participants in bachelor’s and master’s degrees specialising in international trade, customs, and logistics. Around 30 additional participants are currently completing their studies under the initiative.
Developed in partnership with institutions such as the Dubai Logistics Academy and Nafis, the programme also collaborates with both public and private sector entities to ensure its training model reflects international best practices and evolving industry needs.
Dr. Abdulla Busenad, Director General of Dubai Customs, described Masar 33 as a strategic investment in human capital rather than just training.
“We are not building cadres for current roles alone — we are building leaders capable of leading the future, empowering others, and turning ambitions into lasting achievements,” he said.
The second phase of the programme, the Executive Leadership Track, will focus on senior professionals and aims to strengthen expertise in digital transformation, AI-driven supply chains, and the rapidly evolving global trade landscape.
Dr. Busenad added that Masar 33 reflects Dubai’s broader vision of strengthening its position as a leading global hub for trade and logistics, stressing that true investment lies in developing people capable of transforming vision into impact.
