Six Key Changes Taking Effect in the UAE This July

DUBAI – Residents across the United Arab Emirates will see several important changes taking effect in July, ranging from the launch of the country’s first passenger rail service and revised Indian consular services to new business regulations, school holidays, and major shopping events.

Here are six key developments to be aware of:

1. Etihad Rail Passenger Service Begins Operations

The UAE’s long-awaited passenger rail network officially begins service, with the first route connecting Abu Dhabi and Fujairah opening to passengers from June 30.

Ticket bookings have been available since June 23, attracting overwhelming demand, with all seats on the inaugural journeys selling out within days.

The rail network will expand in phases:

  • September 30, 2026: Dubai and Al Dhaid stations open.
  • December 30, 2026: Al Dhafra stations commence operations.
  • March 30, 2027: The network will be completed with the opening of the Sharjah station.

2. New Indian Consular Services and Higher Passport Fees

Beginning July 1, Indian citizens in the UAE will experience significant changes to passport and consular services.

India’s Ministry of External Affairs has introduced revised passport fees, with charges expected to increase by as much as 75 percent worldwide.

At the same time, Alhind Tours and Travels LLC will take over consular services through the new Indian Consular Application Centres (ICAC), replacing previous service providers.

The new system will offer passport renewals, OCI applications, visas, police clearance certificates and document attestation through a single platform. A flat service charge of Dh19 per application will apply.

3. UAE Schools Begin Summer Holidays

Schools across the UAE will close for the summer vacation on Friday, July 3.

Students will enjoy an eight-week break before the 2026–2027 academic year begins on Monday, August 31.

4. Sharjah Extends Paid Parking Hours

Motorists in Sharjah should note that paid public parking hours will be extended until midnight from July 1.

The revised schedule applies across Sharjah City, Kalba, Khorfakkan and Al Dhaid.

Parking will remain free on Fridays and public holidays, except in designated seven-day paid parking zones.

5. Dubai Summer Surprises Returns

The 29th edition of Dubai Summer Surprises (DSS) will run from July 2 to August 30, bringing 60 days of shopping promotions, entertainment, concerts and family attractions across the emirate.

Held under the theme “Make it a Dubai Summer,” the annual festival is expected to attract residents and visitors with major retail discounts and a packed calendar of events.

6. UAE Businesses Face E-Invoicing Deadline

Businesses operating in the UAE must take an important step towards the country’s mandatory e-invoicing system from July 1.

Companies are required to select an Accredited Service Provider (ASP) to ensure their financial systems comply with the government’s upcoming electronic invoicing framework.

The move forms part of the UAE’s broader efforts to modernise tax reporting and streamline commercial transactions.

As July begins, residents, businesses and expatriates are encouraged to familiarise themselves with these new regulations and initiatives to ensure a smooth transition and avoid unnecessary disruptions.
