The UAE Ministry of Health and Prevention (MoHAP) has signed a series of agreements with five leading private healthcare providers to enhance the country’s readiness and response to health emergencies and exceptional situations.
The memoranda of understanding (MoUs) were signed with Thumbay Group Hospitals, University Hospital, Ajman Hospital, Fujairah Hospital, Amina Hospital, and Dar Al Kamal Hospital. The initiative aims to create a fully integrated emergency response system that brings together the public and private healthcare sectors under a unified national framework.
The signing ceremony was attended by Dr Amin Al Amiri, Assistant Undersecretary for the Health Regulation Sector. The agreements were signed on behalf of the ministry by Dr Abdul Karim Abdullah Al Zarouni, Advisor for Emergencies, Crises and Disasters.
Under the agreements, the ministry will oversee the development and regular updating of emergency medical response plans at participating hospitals. These plans will include medical evacuation procedures, business continuity strategies, and measures to ensure uninterrupted delivery of essential healthcare services during emergencies.
The ministry will also update risk registers for each facility and involve healthcare personnel in specialised training programmes and simulation exercises designed to strengthen preparedness and response capabilities.
As part of their commitments, participating hospitals will dedicate 30 percent of their bed capacity for use by the ministry’s operations centre whenever required. They will also maintain strategic reserves of essential medicines and medical supplies sufficient for at least two months and establish fully equipped emergency control rooms to ensure continuous coordination with national authorities.
The agreements further emphasise digital integration through the Jahiz and Mawardna platforms, enabling real-time data sharing and supporting faster, evidence-based decision-making during crises.
Healthcare facilities will be required to regularly update information on available medical resources through approved digital systems while complying with national regulations governing the publication and exchange of health information related to communicable diseases. Strict confidentiality measures will also be enforced to safeguard sensitive data and ensure accurate communication during emergencies.
Officials from the participating healthcare institutions reaffirmed their commitment to supporting national health security efforts, describing the partnership as a vital step towards strengthening community protection, ensuring service continuity, and enhancing the country’s ability to respond effectively to future health challenges.
The initiative reflects the UAE’s continued investment in emergency preparedness through training, strategic medical stockpiles, connected command centres, and closer collaboration between public and private healthcare providers, further cementing its reputation as a global leader in health crisis management and response.
