UAE Achieves 95% of National Anti-Money Laundering Strategy Goals

DUBAI, UAE — The United Arab Emirates has completed 95 percent of the strategic goals set under its National Anti-Money Laundering Strategy, according to the 2025 Annual Report of the National Anti-Money Laundering and Combating the Financing of Terrorism and Proliferation Financing Committee.

The progress forms part of the UAE’s 2024–2027 national strategy, which contains 11 strategic goals aimed at strengthening the country’s financial crime prevention and enforcement framework.

National Committee Secretary-General and Vice-Chair Hamid Saif AlZaabi said implementation had been monitored through the “AML Track” platform, which uses data and advanced technologies to measure progress across financial intelligence, law enforcement, supervision and international cooperation.

The report highlighted several developments during the year, including a sectoral risk assessment conducted with the General Commercial Gaming Regulatory Authority.

The UAE also introduced new national frameworks and policies covering beneficial ownership, asset recovery, virtual assets and virtual asset service providers, cyber-enabled financial crime and the regulation of non-profit organisations.

Deputy Prime Minister and Minister of Foreign Affairs Sheikh Abdullah bin Zayed Al Nahyan said the UAE continued to strengthen coordination between government entities while expanding cooperation with the private sector and international partners.

He said multilateral cooperation remained an important part of efforts to protect the UAE’s financial system.

Central Bank of the UAE Governor and National Committee Chairman Khaled Mohamed Balama said Federal Decree-Law No. 10 of 2025 represented an important development in strengthening the country’s legislative framework.

The law, he said, would improve coordination between relevant authorities and strengthen the UAE’s ability to respond to emerging financial crime risks.

The report also noted the reconstitution of the Higher Committee, National Committee, General Secretariat and various sub-committees during the past year, which officials said had strengthened governance and improved implementation of the national strategy.

The UAE is now preparing for the Financial Action Task Force Mutual Evaluation.

In 2026, the country is also set to assume the presidencies of the Middle East and North Africa Financial Action Task Force and the Middle East and North Africa Asset Recovery Inter-Agency Network.
