Dubai has reached another milestone in governance excellence, as the General Secretariat of the Supreme Legislation Committee (SLC) becomes the first legislative body in the world to receive leadership-level accreditation from the International Consortium for Organisational Resilience.
The recognition was granted under ICOR’s Organisational Resilience Capability Assessment (ORCA) programme, a globally respected framework that evaluates institutions across leadership effectiveness, organisational culture, risk management, and crisis response. Achieving the highest tier places Dubai’s SLC in a category unmatched by legislative institutions worldwide.
Dr. Ahmad Saeed bin Meshar, Secretary-General of the SLC, noted that the accreditation reflects the organisation’s readiness to navigate change and its commitment to forward-thinking governance. He emphasized that this milestone strengthens confidence in Dubai’s legislative system and aligns with the broader national vision of adaptability and efficiency.
Mohammed Juma Al Suwaidi, Assistant Secretary-General, highlighted resilience as a cornerstone of effective legislation, stressing the need for systems that can evolve alongside economic and social transformations to ensure long-term stability.
This achievement forms part of a wider strategy to position Dubai at the forefront of global legislative innovation. Officials affirmed that the SLC will continue enhancing its institutional standards in line with international best practices.
The recognition further reinforces Dubai’s growing reputation as a global leader in institutional excellence, extending its influence beyond infrastructure and business into the strength and resilience of its regulatory frameworks.
