The Ministry of Climate Change and Environment, in collaboration with the Federal Authority for Identity, Citizenship, Customs, and Ports Security (ICP), has announced the launch of the first phase of the Blue Visa system in the United Arab Emirates.

The initiative was unveiled during the World Governments Summit 2025, held in Dubai from February 11 to 13.

The Blue Visa is a 10-year residency permit designed to honor individuals who have made exceptional contributions to environmental protection and sustainability, both within and outside the UAE. In the initial phase, 20 sustainability thought leaders and innovators will be granted the visa. Eligible candidates include members of international organizations and NGOs, distinguished activists, researchers, global award winners, and representatives of international corporations supporting environmental efforts.

Sustainability advocates interested in the Blue Visa can apply directly through the ICP or be nominated by relevant UAE authorities. The visa system is part of the country’s broader sustainability agenda and aligns with its commitment to attracting global talent in environmental innovation.

Dr. Amna Bint Abdullah Al Dahak, Minister of Climate Change and Environment, emphasized that the initiative underscores the UAE’s dedication to strengthening its position as a global sustainability leader.

“This initiative aims to leverage the expertise of exceptional individuals to achieve ambitious national goals and build a sustainable future for the UAE and the world,”
she stated.

Major General Suhail Saeed Al Khaili, Director-General of ICP, highlighted that the Authority will provide 24/7 access to the Blue Visa service through its website and mobile application, ensuring a seamless application process. The Blue Visa is an extension of the UAE’s existing Golden and Green residencies, reinforcing the nation’s commitment to sustainability and innovation.
