Dubai Advances Family-Centred Urban Planning Through New Government Partnership

The Ministry of Family has signed a strategic agreement with the Roads and Transport Authority to strengthen family-focused urban development under the “Family First” programme.

This collaboration supports the UAE’s National Family Growth Agenda 2031, with a shared goal of empowering Emirati families and reinforcing social cohesion across Dubai. By integrating family-oriented principles into transport systems, public infrastructure, and city planning, the initiative seeks to make everyday life more accessible, safe, and supportive for all family segments.

The partnership will embed family-friendly standards into mobility networks and urban spaces, using behavioural science, smart design, and visual guidance to improve user experience. These enhancements are intended to create a more reassuring environment for families navigating the city.

Her Excellency Sana bint Mohammed Suhail described the agreement as a practical expansion of the “Family First” programme into sectors that directly shape daily life. She emphasised that the move reflects deeper institutional coordination and a national commitment to placing families at the heart of development.

His Excellency Mattar Al Tayer noted that the authority will translate these goals into actionable policies and services. These include inclusive transport systems, discounted fares for students and senior Emiratis, exemptions for People of Determination, and infrastructure tailored to support family wellbeing.

Additional initiatives introduced by the RTA include a mobile nursery for female employees, staff mass weddings, exhibition spaces for family-run businesses at transit hubs, and digital campaigns promoting Emirati family values. The authority also reported that hundreds of families have already benefited from safety-focused services and dedicated transit spaces for women and children.

Initially launched in Dubai, the “Family First” programme is expected to expand across the UAE through partnerships with federal and local entities, reinforcing the role of families as a cornerstone of sustainable national development.
