Dubai International Academic City and Dubai Knowledge Park, part of TECOM Group, have signed a strategic partnership with the Knowledge and Human Development Authority (KHDA) to enhance Dubai’s higher education ecosystem and reinforce the city’s status as a global hub for learning and innovation.
The agreement, aligned with the Dubai Economic Agenda (D33) and Education 33 (E33) Strategy, was formalised during The Knowledge Assembly, an event hosted at Dubai Knowledge Park. The signing was witnessed by Her Excellency Aisha Miran, Director General of KHDA, and Abdulla Belhoul, CEO of TECOM Group PJSC, with Dr Saeed Mubarak Kharbash of KHDA and Marwan Abdulaziz Janahi of TECOM Group’s Education Cluster leading the partnership.
As part of the collaboration, the entities will work to attract international universities and vocational institutions through global outreach programmes such as the Study Dubai initiative. They will also coordinate policies to foster research, support student entrepreneurship, and promote industry readiness among graduates.
A key outcome of the agreement is the launch of the Higher Education Leadership Network, a sector-wide platform developed by KHDA and TECOM Group’s Education Cluster. The network will bring together academic, industry, and government leaders to align strategies, promote collaboration, and strengthen Dubai’s knowledge economy.

said Dr Saeed Kharbash of KHDA.
Marwan Abdulaziz Janahi added that the collaboration will ensure Dubai’s education sector continues to meet the evolving needs of industries and the global economy.
