Mohammed bin Rashid Issues New Law to Streamline Land Allocation for Dubai’s Public Entities

Dubai has taken a decisive step toward more efficient urban development with a new law issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Ruler of Dubai and Vice President and Prime Minister of the UAE.

Law No. (6) of 2025 establishes a clear framework for allocating government land plots to public entities, aligning closely with the Dubai 2040 Urban Master Plan.

The law aims to optimize the use of government-owned land by ensuring it directly supports the mandates of local and federal public entities. It sets conditions for land distribution, ensuring public bodies receive the space necessary to deliver services, build facilities, and fulfil their legal duties.

Dubai Municipality has been tasked with overseeing the implementation of this law. Under the directive, the Municipality will assess land requests, determine plot size and location, issue site maps, and maintain a registry of government land allocations. Coordination with the Dubai Land Department is also mandated to align data across registries.

Notably, the law empowers Dubai Municipality to reclaim land, relocate plots, or order the removal of structures if conditions outlined in the legislation are not met. Land allocation will be guided by urgency and the proposed use’s alignment with economic, security, social, and service priorities.

The law supersedes any conflicting legislation and will come into effect 30 days after its publication in the Official Gazette. Executive decisions required for its implementation will be issued by the Chairman of the Executive Council of Dubai.

This move reinforces Dubai’s commitment to strategic growth, sustainable planning, and effective public service delivery.
