UAE Ministry of Energy and Empower Sign MoU to Expand District Cooling Services Across Northern Emirates
The UAE Ministry of Energy and Infrastructure has signed a Memorandum of Understanding (MoU) with Emirates Central Cooling Systems Corporation PJSC (Empower), the world’s largest district cooling services provider, to explore and enhance district cooling services across the northern emirates.

The initiative is aimed at advancing sustainability, energy conservation, and resource protection, reinforcing the UAE’s leadership in adopting future industries.

The MoU, signed by His Excellency Eng. Sharif Al Olama, Undersecretary for Energy and Petroleum Affairs at the Ministry, and His Excellency Ahmad Bin Shafar, CEO of Empower, took place at Empower’s Dubai headquarters, with officials from both parties present.

This partnership emphasizes the importance of delivering environmentally-friendly district cooling systems, particularly to the northern emirates, contributing to the UAE’s sustainable future. Empower highlighted that the MoU will focus on conducting technical and economic studies to expand these systems while aligning with national interests and citizens’ well-being.

The MoU supports the UAE’s Net Zero 2050 Strategy, marking a significant step in the nation’s sustainability journey. Eng. Al Olama emphasized the Ministry’s commitment to collaborating with local stakeholders to meet sustainability goals, stressing the importance of decarbonizing the utility sector. Meanwhile, Bin Shafar reaffirmed Empower’s dedication to contributing to the UAE’s energy goals, focusing on clean energy and sustainable transformation.

This collaboration reflects the shared ambition of meeting the UAE’s climate neutrality target by 2050, as highlighted during COP28, and further solidifies Empower’s role in promoting energy efficiency and environmental conservation both in the UAE and globally.
