Rashid Al Matrooshi Appointed Commander-in-Chief of Dubai Civil Defence by Royal Decree
His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has issued Decree No. (34) of 2025 appointing Lieutenant General Rashid Thani Al Matrooshi as the Commander-in-Chief of Dubai Civil Defence.

In a related move, Decision No. (26) of 2025 has been issued appointing Major General Jamal bin Aded Al Muhairi as Deputy Commander-in-Chief.

Both the decree and the decision are effective immediately from the date of issuance and will be officially published in the Official Gazette.

The leadership appointments come as part of broader efforts to further strengthen Dubai’s civil defence and public safety infrastructure. Al Matrooshi brings extensive experience in emergency services and public safety, having previously served in senior roles within the civil defence apparatus.

In addition to these appointments, His Highness Sheikh Mohammed also approved a large-scale promotion of 6,247 personnel working across various public safety and law enforcement agencies in Dubai. These include the Dubai Police, the State Security Department, the General Directorate of Identity and Foreigners Affairs, and the General Directorate of Dubai Civil Defence.

The mass promotion reflects the leadership’s commitment to recognising the efforts of public safety personnel and reinforcing operational readiness across all security-related sectors. The promotions are expected to boost morale and support the strategic goals of Dubai’s safety and emergency services, ensuring the emirate maintains world-class standards in public security and civil protection.

These decisions are part of Dubai’s broader strategy to enhance the efficiency, leadership, and responsiveness of its public safety infrastructure in alignment with the emirate’s long-term development and resilience goals.
