H.H. Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Chairman of the Financial Audit Authority and First Deputy Ruler of Dubai, has issued a new decision aimed at safeguarding public employees who report financial or administrative misconduct.
Decision No. (2) of 2025, issued under the authority of Law No. (4) of 2018, strengthens protections for whistleblowers within entities overseen by the Financial Audit Authority in Dubai. It ensures that employees who report violations or provide testimony during investigations are shielded from pressure and retaliation.
The move is part of Dubai’s broader efforts to protect public funds and enhance transparency and accountability in the emirate’s financial and administrative systems. The decision outlines clear procedures for requesting protection, ensures confidentiality, and prohibits the disclosure of whistleblower information under any circumstances.
It also mandates that investigators involved in administrative cases possess the relevant expertise and strictly adhere to confidentiality principles. This is intended to create a secure environment that encourages employees to report misconduct without fear of negative consequences.
The protections apply only when reports or statements are formally accepted by the Authority in accordance with the law. The Director-General of the Financial Audit Authority will issue further decisions to implement the new provisions.
The decision takes effect immediately and will be published in the Official Gazette.
