5-year prison term to doctor for unlawfully receiving full salary while living abroad
Dubai: The Kuwaiti Criminal Court has sentenced a Kuwaiti doctor in absentia to five years in prison and fined him KD1 million (Dh12.08 million) after it was discovered that he had been unlawfully receiving his full monthly salary while living abroad for 15 years.
According to court documents, the doctor had been absent from his job at the Ministry of Health since leaving the country 15 years ago. However, he continued to receive his salary in full, facilitated by another employee within the ministry who was allegedly involved in the fraudulent scheme.

The case came to light following a report filed with the Public Prosecution and the Criminal Investigation Department at the Ministry of Interior. Authorities launched an inquiry into the doctor’s travel records and found no evidence of his presence in Kuwait during the entire period. The investigation confirmed that he had been residing in a foreign country while still benefiting from his government salary.
As the doctor remains outside the country, the court issued its ruling against him in absentia. The authorities have not disclosed whether international legal measures, such as an extradition request, will be pursued to bring him to justice.
