Emirates Central Cooling Systems Corporation PJSC (Empower) has inaugurated its state-of-the-art district cooling plant at Deira Waterfront in Dubai, marking another milestone in the city’s drive toward sustainable urban development.
With a total cooling capacity of 39,000 refrigeration tons, the facility will cater to more than 46 buildings across the Deira Waterfront area. Built to the highest international standards, the plant integrates green-building principles and complements the area’s architectural design, reinforcing Dubai’s environmental and sustainability commitments.
According to H.E. Ahmad Bin Shafar, CEO of Empower, the project is aligned with Dubai’s Net-Zero Carbon Emissions Strategy 2050 and the UAE’s Net-Zero 2050 goals.
“This milestone reflects our ongoing commitment to delivering advanced, eco-friendly cooling technologies that enhance residents’ quality of life while supporting smart, sustainable urban growth,” he said.
Empower, which commands over 80% of Dubai’s district cooling market, continues to expand its operations through targeted investments focused on innovation, efficiency, and modernization. The new Deira Waterfront facility exemplifies this vision, offering reliable cooling services that advance the emirate’s sustainability and economic development objectives.
The project began in 2018, following an agreement with Ithra Dubai, a subsidiary of the Investment Corporation of Dubai, to provide sustainable district cooling for the Deira Waterfront development. A semi-permanent plant was commissioned within eight months, paving the way for the permanent facility, completed in 2024.
