Dubai’s Construction Sector Grows 20% in H1 2025 with Over 30,000 Permits Approved

Dubai Municipality has announced a 20% year-on-year growth in the emirate’s construction sector, with over 30,000 building permit applications processed in the first half of 2025.

The total newly licensed built-up area exceeded 5.5 million square metres, including a record-breaking 1 million square metres in July alone. All approved projects are ready for immediate execution, underscoring Dubai’s active development momentum.

Of the licensed space, 45% was allocated to multi-storey commercial and investment buildings, signalling continued confidence in Dubai’s business environment. Meanwhile, residential villas accounted for 40%, crossing 2 million square metres. The remaining 15% was dedicated to industrial and public projects.

Eng. Mariam Al Muhairi, CEO of the Building Regulation and Permits Agency, stated that the data underscores Dubai’s global position as a leading destination for construction and urban development, supported by innovation, streamlined processes, and sustainable planning. She emphasised that the sector’s progress aligns with Dubai’s vision to become the best city in the world to live and work in.

Key enablers of this growth include the Municipality’s digital transformation efforts, especially the “Build in Dubai” platform, which has significantly improved permitting efficiency. The integration of Building Information Modelling (BIM) in auditing has helped reduce design errors and streamline submissions.

Dubai Municipality also continues to enhance construction quality through weekly technical training programmes, compliance with the Dubai Building Code, and enforcement of green building regulations and accessibility standards.

This consistent expansion not only reflects investor optimism but also supports Dubai’s broader urban development ambitions under its 2040 Urban Master Plan.
