Dubai Restricts Delivery Bikes From High-Speed Lanes to Boost Road Safety

Dubai’s Roads and Transport Authority and Dubai Police have announced new regulations limiting delivery bike access to high-speed lanes, effective 1 November 2025, aiming to enhance rider safety and reduce accidents.

Under the rules, delivery riders will be banned from the two leftmost lanes on roads with five or more lanes and from the leftmost lane on roads with three or four lanes. Roads with two lanes or fewer will have no lane restrictions. Prohibitory signs will indicate restricted lanes, alongside existing heavy vehicle and truck restrictions.

Hussain Al Banna, CEO of RTA’s Traffic and Roads Agency, said the decision comes after extensive coordination with government and private partners and is based on technical traffic studies. He highlighted that the regulation aligns with Dubai’s Economic Agenda D33 and reflects the delivery sector’s growth and importance to the economy.

Major General Saif Muhair Al Mazrouei of Dubai Police noted the regulation supports the five-year Traffic Safety Strategy, which focuses on enforcement, road and vehicle engineering, awareness, and administrative systems. He emphasized that delivery motorcycles are vulnerable on high-speed roads, with 962 accidents recorded this year alone involving such riders. Violations will result in fines ranging from AED 200 to AED 700 and possible suspension of riding permits.

RTA will launch a public awareness campaign with delivery companies to ensure compliance. Companies adhering to the new rules will be recognised through the Delivery Sector Excellence Award, encouraging safer practices and service quality improvements across the emirate.
