Dubai Police and Dubai Civil Aviation Authority sign MoU to regulate parachute activities

DUBAI — Dubai Police and the Dubai Civil Aviation Authority (DCCA) have signed a Memorandum of Understanding aimed at regulating parachute activities across the emirate and strengthening overall air safety and emergency response mechanisms.

The agreement sets out a coordinated framework to ensure parachute operations are conducted in accordance with international safety standards, supported by clear operational and investigative procedures.

The MoU was signed by Brigadier Dr Mubarak Saeed Salem bin Nawas, Director of Lahbab Police Station, on behalf of Dubai Police, and His Excellency Ahmad Ali Belqaizi, Executive Director of the Aviation Safety and Environment Sector, representing the DCCA.

Under the agreement, Dubai Police will assume primary responsibility for responding to emergency reports involving parachute-related incidents. This includes conducting investigations, collecting evidence, and registering cases in line with established legal and operational protocols. The force will also collaborate with the DCCA and other relevant authorities on joint awareness and educational initiatives to promote safety compliance.

The DCCA will oversee the development and continuous updating of regulations governing parachute activities to ensure alignment with air safety requirements. Its mandate includes conducting inspections and audits, issuing licences and permits, and implementing specialised training and awareness programmes for operators and participants.

As part of the partnership, the DCCA will provide targeted training to selected police personnel on procedures for investigating parachute incidents within designated activity zones across Dubai.

Officials said the collaboration is expected to enhance operational efficiency, clarify institutional roles and responsibilities, and further strengthen aviation safety standards as Dubai expands its recreational and adventure aviation sector.
