Dubai’s Community Development Authority (CDA) has launched the updated Dubai Social Services Quality Standard 2.0, a framework aimed at raising benchmarks across the emirate’s social sector and reinforcing its global leadership in community development.
The enhanced standard, announced as part of the “Year of Community 2025,” sets clear requirements for social service providers under three pillars: leadership and management, quality service delivery, and the protection of clients’ and families’ rights. It outlines 21 core standards, 57 sub-standards, and over 200 detailed requirements, with special focus on vulnerable groups including People of Determination, senior citizens, and children.
One of the framework’s most significant features is the Star Rating System, ranging from one to five stars, which evaluates providers’ institutional maturity in terms of capability, results, and sustainability. The system is designed to promote continuous improvement and ensure measurable impact on individuals and families.
His Excellency Huraiz Al Mur Bin Huraiz, CEO of Community Regulations and Services Sector at CDA, said the standard reflects Dubai’s commitment to embedding quality as a culture in the social sector.
“It ensures that services are designed to meet the aspirations of the community and empower all groups, particularly the most vulnerable,”
he noted.
The CDA highlighted that the updated framework strengthens transparency, efficiency, and innovation while safeguarding beneficiaries’ rights. By advancing an integrated social ecosystem, Dubai aims to enhance quality of life and set a global example for community development.
