Dubai Issues Landmark Resolution Allowing Free Zone Businesses to Expand into Mainland
H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of The Executive Council, has issued Executive Council Resolution No. (11) of 2025, regulating the operations of free zone establishments beyond their designated zones.

This strategic move aligns with Dubai’s Economic Agenda D33, which aims to double the city’s economy by 2033 and solidify its status among the world’s top three economic hubs.

Under the resolution, free zone companies can now operate in mainland Dubai, provided they obtain the necessary licences from the Dubai Department of Economy and Tourism (DET). Financial institutions within the Dubai International Financial Centre (DIFC) are exempt from this regulation.

This initiative enhances Dubai’s business landscape by enabling free zone firms to expand seamlessly into the mainland, fostering economic activity, job creation, and innovation. It underscores Dubai’s commitment to ease of business, reinforcing its reputation as a global investment hub.

To operate outside the free zone, companies must comply with federal and local regulations and maintain separate financial records for mainland operations. Those seeking to expand beyond Dubai must secure additional licences from relevant authorities.

DET is authorized to issue licences for free zone branches operating in the mainland, with approvals valid for one year and renewable. Within six months, DET, in coordination with licensing authorities, will release a list of permitted economic activities.

All businesses currently operating outside free zones must comply with the new resolution within a year, with potential extensions granted by DET. The resolution takes effect upon its publication in the Official Gazette, reinforcing Dubai’s progressive economic vision.
