Dubai Municipality has accredited several engineering consultancy offices to issue self-build permits for Emirati villas, marking a major step toward simplifying residential licensing procedures and improving service efficiency for citizens.
The initiative allows permits to be processed directly through accredited offices without prior review by municipal engineers. Designed to save time and effort, the system aims to make the process of building private villas smoother, faster, and more accessible for Emirati families.
Each accredited office has met the Municipality’s strict standards for engineering and regulatory compliance, ensuring that all services align with Dubai’s building and planning codes. More offices will be added in future phases, giving citizens a wider range of qualified service providers.
Eng. Maryam Al Muhairi, CEO of the Building Regulation and Permits Agency at Dubai Municipality, said the new self-build permit reflects Dubai’s commitment to flexible, one-stop housing solutions.
“This step enhances procedural flexibility and supports the creation of high-quality, sustainable homes for Emirati families,”
she said.
Under the new system, applications are submitted through accredited consultancy offices, which verify compliance with building and planning regulations before permits are issued via Dubai’s Building Platform. Once approved, the consultant appoints a contractor to begin construction.
The Municipality emphasized that all projects must comply with the Dubai Building Code, maintain economic efficiency, and adhere to rules on land use, height, setbacks, and parking. The initiative is part of Dubai’s broader efforts to enhance the homebuilding experience, reduce costs, and support the emirate’s urban development goals.
