Dubai Municipality has entered into a strategic partnership with the Mohammed Bin Rashid Housing Establishment (MBRHE) to make the process of building homes for Emirati citizens faster, more efficient, and more transparent.
A Memorandum of Understanding (MoU) was signed during GITEX Global 2025 by Eng. Marwan Ahmed bin Ghalita, Director General of Dubai Municipality, and Mohammed Al Shehhi, Acting CEO of MBRHE. The agreement focuses on enhancing flexible housing solutions, improving service quality, and strengthening government integration in support of Dubai’s social and housing objectives.
A key element of the collaboration is the development of standardized, pre-approved housing models that will simplify licensing procedures and speed up project delivery. The partnership covers every stage of the homebuilding journey—from design and contractor selection to supervision and handover—ensuring a seamless and efficient experience for citizens.
Both entities will work to unify communication channels, digitize services, and reduce administrative steps, paving the way for greater transparency and accountability.
Eng. Mariam Al Muhairi, CEO of the Building Regulation and Permits Agency at Dubai Municipality, highlighted that the initiative aligns with Dubai’s vision to create a sustainable and inclusive housing ecosystem that provides stability, dignity, and improved living standards for citizens.
Mr. Dhallal Bin Quraish Al Falasi, Assistant CEO at MBRHE, added that the partnership demonstrates the government’s commitment to delivering smart, flexible housing solutions through advanced digital integration, ultimately streamlining the homebuilding process.
The agreement also establishes shared electronic mechanisms for data exchange, including project progress updates, inspection reports, and contractor performance reviews, ensuring unified oversight and higher efficiency across all housing initiatives in Dubai.
