Dubai: The UAE Ministry of Higher Education and Scientific Research (MoHESR) has revoked the institutional licence and academic programme accreditation of Horizon University College in Ajman after identifying serious and repeated violations of the country’s higher education regulations.
In a statement issued on Monday, the ministry said the decision was taken after determining that the institution’s continued operation posed significant risks to educational quality, the credibility of academic outcomes, institutional sustainability, and, most importantly, the rights and interests of students.
With immediate effect, Horizon University College has been ordered to cease all higher education activities. The institution is no longer permitted to conduct classes, advertise academic programmes, admit new students, issue academic qualifications, or provide official transcripts.
To minimise disruption to students’ education, MoHESR has launched a comprehensive support plan in collaboration with local authorities and other relevant stakeholders. The ministry is facilitating the transfer of all affected students to accredited higher education institutions across the UAE to ensure they can continue their studies without interruption.
A dedicated joint task force has been established to oversee the transition. Chaired by a representative from MoHESR and comprising officials from the college and other key stakeholders, the task force will coordinate the transfer process while safeguarding students’ academic rights.
The ministry has encouraged students and parents to follow its official communication channels for updates and guidance throughout the transition.
MoHESR said the decision reflects its ongoing commitment to maintaining high standards across the UAE’s higher education sector. Through strict regulatory oversight and close cooperation with federal and local authorities, the ministry aims to protect students while strengthening the quality, credibility, and international competitiveness of the country’s academic institutions.
Officials also pledged to maintain transparent communication during the transfer process to ensure affected students experience a smooth and well-managed transition.
This is not the first time the ministry has taken firm action against a higher education institution. In December 2025, MoHESR withdrew recognition of all qualifications issued by Midocean University, which operated an executive office in Fujairah, after inspectors uncovered serious regulatory violations.
The ministry later confirmed that degrees issued by the institution would no longer be recognised for employment or professional purposes within the UAE.
