DUBAI, His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence, and Chairman of The Executive Council of Dubai, has approved a series of ambitious strategies and policies designed to make Dubai the world’s most beautiful, liveable, and healthiest city.
The decisions were made during a meeting of the Executive Council of Dubai, held as part of the UAE Annual Government Meetings 2025, and align with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai.
Among the approved initiatives are the Public Parks and Greenery Strategy, Aviation Talent 33 Initiative, Policy to Expand and Promote Affordable Schools, Sports Sector Strategic Plan 2033, Financial Restructuring and Insolvency Court, and the Expansion of Early Detection Healthcare Services.
Sheikh Hamdan emphasised that these policies form part of a broader vision to maintain Dubai’s position as a model global city:
“Guided by His Highness Sheikh Mohammed bin Rashid’s vision, we are building an integrated city that unites urban development and nature, enhances quality of life, and empowers future generations. Ensuring Dubai remains the best and most beautiful city is a continuous journey underpinned by the Dubai Plan 2033.”
Key Approvals and Highlights
Public Parks and Greenery Strategy (AED 18.3 billion)
Over 800 projects including 310 new parks and the enhancement of 322 existing ones.
120 new open spaces and 187 square kilometres of green areas — equivalent to 11 square metres per person.
Goal: 95 million annual park visits by 2040, 80% of residents within a five-minute walk of a park.
100% recycled water to be used for irrigation.
Aviation Talent 33 Initiative
Reinforces Dubai’s global aviation leadership and future-readiness.
Creates over 15,000 job opportunities, 4,000 training programmes, and 30 strategic partnerships.
Supports Dubai’s broader goal to double its economy, attract AED 650 billion in investment, and integrate 65,000 Emiratis into the private sector.
Affordable Schools Policy
Attracts around 60 new affordable private schools by 2033, providing 120,000 new seats.
Reduces government fees and leasing costs to encourage investment.
Supports Dubai’s goal to rank among the world’s top ten cities for education quality.
Sports Sector Strategic Plan 2033
Positions Dubai as a global sports hub through 19 programmes and 75 initiatives.
Focuses on 17 priority sports and aims to increase participation, particularly among youth and people of determination.
Financial Restructuring and Insolvency Court
Specialises in financial reorganisation and bankruptcy cases.
Aims to ensure fair, fast resolutions that protect creditors and help companies maintain business continuity.
Supports Dubai’s aspiration to be among the world’s top three financial centres.
Early Detection Healthcare Expansion
Aims to place Dubai among the top ten cities for healthy life expectancy.
Increases colon cancer screening by 40%, vaccination services by 50%, and achieves 90% patient satisfaction.
Reduces waiting times for early detection appointments to under seven days.
Sheikh Hamdan reiterated that Dubai’s integrated approach — combining urban progress, innovation, and wellbeing — is central to its vision:
